Особливості управління в сфері освіти на місцевому рівні

Abstract

Наголошено, що освітня система стає все більш складною, їй доводиться діяти в світі, що динамічно змінюється, що пред'являє до неї зростаючі вимоги. Поруч із поза і всередині освітньої системи виникають управлінські, педагогічні нововведення, створюють змогу якісних змін у методах і результати її роботи, виробленні нової стратегічної політики. З урахуванням процесів регіоналізації та розвитку місцевого самоврядування, саме на місцевому рівні можна найбільш успішно забезпечити комплексність заходів щодо модернізації освіти за рахунок максимальної консолідації місцевих ресурсів, залучення міжмуніципальних ресурсів, підвищення віддачі від вкладення фінансових засобів у розвиток освіти на умовах співфінансування, що спрямовуються з державного та місцевого бюджету. Діяльність органів управління освітою передбачає формування широкої мережі різноспрямованих потоків та зв'язків між системою освіти та іншими сферами діяльності місцевої спільноти. Вона повинна включати в себе як вертикальні зв'язки, що забезпечують керованість місцевою освітньою системою при збереженні можливості динамічної та гнучкої адаптації до умов, що змінюються; і – горизонтальні, сприяють регулюванню взаємовідносин шляхом координації у межах єдиного простору управлінської діяльності. В даний час органи місцевого самоврядування мають право на вироблення власної політики та стратегії розвитку на користь жителів місцевої території, повноваженнями у сфері освіти, статусом засновників загальноосвітніх установ, дошкільної та додаткової освіти дітей, власним бюджетом та іншими територіальними ресурсами, включеністю до місцевого соціокультурного середовища. значиму для успішності соціальних нововведень, можуть спиратися місцеве співтовариство у вирішенні соціально значимих завдань. У той же час місцевий рівень управління освітою не має компетенції у вирішенні питань, пов'язаних із встановленням системотворчих зв'язків та відносин в освіті. Його головне завдання – забезпечити функціонування встановленої державою системи освіти. Узагальнено, що на відміну від органів державної влади, діяльність яких спрямована на вироблення політики та законодавчих засад у галузі освіти, – органи місцевого самоврядування забезпечують практичну реалізацію цієї політики та дотримання законодавчих норм на своїй території за допомогою цілеспрямованої організаційної діяльності. Along with outside and inside the educational system, there are managerial and pedagogical innovations that create the possibility of qualitative changes in the methods and results of its work, the development of a new strategic policy. Taking into account the processes of regionalization and the development of local self-government, it is at the local level that it is possible to most successfully ensure the comprehensiveness of measures for the modernization of education due to the maximum consolidation of local resources, the involvement of intermunicipal resources, and the increase of the return on the investment of financial resources in the development of education under the conditions of co-financing directed from the state and local budget. The activity of education management bodies involves the formation of a wide network of multidirectional flows and connections between the education system and other spheres of activity of the local community. It should include both vertical connections that ensure the control of the local educational system while maintaining the possibility of dynamic and flexible adaptation to changing conditions; and - horizontal, contribute to the regulation of mutual relations through coordination within a single space of management activity. Currently, local self-government bodies have the right to develop their own policy and development strategy for the benefit of the residents of the local territory, powers in the field of education, the status of founders of general education institutions, preschool and additional education of children, their own budget and other territorial resources, inclusion in the local socio-cultural environment. important for the success of social innovations, the local community can rely on solving socially significant tasks. At the same time, the local level of education management does not have the competence to solve issues related to the establishment of system-forming connections and relations in education. Its main task is to ensure the functioning of the education system established by the state. In general, unlike state authorities, whose activities are aimed at developing policy and legislative foundations in the field of education, local self-government bodies ensure the practical implementation of this policy and compliance with legislative norms in their territory with the help of purposeful organizational activities.
