Державна політика у сфері вищої освіти в умовах війни в Україні

Abstract

Кваліфікаційну роботу присвячено дослідженню політики у сфері вищої освіти в умовах війни в Україні. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розкрито зміст основних понять дослідження, описано завдання та принципи державної політики у сфері вищої освіти. Основна частина роботи присвячена аналізу окремих аспектів вітчизняної державної політики у сфері вищої освіти в умовах війни. Безпосередньо окреслено нормативно-правову основу державної політики у сфері вищої освіти; охарактеризовано інституційне забезпечення державної політики у сфері вищої освіти; обґрунтовано необхідність та узагальнено можливості цифровізації вищої освіти як одного із ключових напрямів державної політики у сфері вищої освіти. Наприкінці роботи обґрунтовано необхідність посилення євроінтеграційної спрямованості державної політики у сфері вищої освіти та трансформації системи вищої освіти України у воєнний та післявоєнний період. У підсумку сформульовано напрями удосконалення державної політики у сфері вищої освіти в Україні на сучасному етапі. The qualification work is dedicated to the research of policy in the field of higher education in the conditions of war in Ukraine. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the practical significance of the obtained results is established; the structure and scope of work are indicated. At the beginning of the work, the content of the main research concepts is disclosed, the tasks and principles of state policy in the field of higher education are described. The main part of the work is devoted to the analysis of certain aspects of the domestic state policy in the field of higher education in wartime conditions. The regulatory and legal basis of state policy in the field of higher education is directly outlined; the institutional support of state policy in the field of higher education is characterized; the necessity and possibilities of digitization of higher education as one of the key directions of state policy in the field of higher education are substantiated. At the end of the work, the need to strengthen the European integration orientation of the state policy in the field of higher education and the transformation of the higher education system of Ukraine in the war and post-war period is substantiated. As a result, directions for improving state policy in the field of higher education in Ukraine at the current stage are formulated.
