Особливості інформаційно-комунікаційної політики в органах місцевого самоврядування в Україні

Abstract

На сьогодні активного застосування набувають інформаційно-комунікаційні технології в організації взаємодії органів місцевого самоврядування із населенням. Ефективна система взаємодії між органами місцевого самоврядування й населенням – обов'язкова умова побудови демократичної правової держави. Необхідність дотримання принципів відкритості, як основи взаємодії суспільства та органів влади, зумовила вимоги до підвищення якості та доступності інформації, що надається населенню за допомогою Інтернет. Охарактеризовано сучасні наукові підходи щодо розуміння комунікацій та інформаційно-комунікаційної політики. Наголошено, що інформаційно-комунікативна політика органів місцевого самоврядування з населенням – це сукупність методів, процесів технологій та програмно-технічних засобів, що є життєво необхідними для організації ефективного сучасного діалогу між органами місцевого самоврядування та населенням й виконує низку важливих функцій. Проаналізовано нормативно-правову базу щодо комунікаційної діяльності органів місцевого самоврядування як необхідного механізмі забезпечення відкритості влади, збільшення довіри та взаємодії населення з органами місцевого самоврядування. Охарактеризовано інформаційно-комунікаційна політика на рівні місцевого самоврядування, як суттєвий фактор, що визначає результативність діяльності муніципальної влади у сучасних умовах та її подальшу життєздатність Проаналізовано можливість впровадження нових інформаційно-комунікаційних технологій в діяльності органів місцевого самоврядування. Наголошено, що не зважаючи на велику кількість різноманітних підходів щодо розуміння інформаційної та комунікаційної політики, механізмів взаємодії органів влади та громадськості, технологічні моделі організації взаємозв’язку органів місцевого самоврядування та громадськості вдосконалюються внаслідок проведення необхідних реформ в країні та подальшого розширення демократичних засад суспільства. Currently, information and communication technologies are actively used in the organization of interaction between local self-government bodies and the population. An effective system of interaction between local self-government bodies and the population is a prerequisite for building a democratic legal state. The need to observe the principles of openness, as the basis of interaction between society and authorities, led to requirements for improving the quality and availability of information provided to the population via the Internet. Modern scientific approaches to understanding communications and information and communication policy are characterized. It is emphasized that the information and communication policy of local self-government bodies with the population is a set of methods, processes, technologies and software tools that are vital for the organization of an effective modern dialogue between local self-government bodies and the population and performs a number of important functions. The regulatory and legal framework regarding the communication activities of local self-government bodies as a necessary mechanism for ensuring the openness of government, increasing trust and interaction of the population with local self-government bodies has been analyzed. The information and communication policy at the level of local self-government is characterized as a significant factor that determines the effectiveness of the municipal government in modern conditions and its future viability. The possibility of introducing new information and communication technologies in the activities of local self-government bodies was analyzed. It was emphasized that despite the large number of different approaches to understanding information and communication policy, mechanisms of interaction between authorities and the public, technological models of the organization of the relationship between local self-government bodies and the public are being improved as a result of the necessary reforms in the country and the further expansion of the democratic foundations of society.
