Фінансове забезпечення обороноздатності України в умовах викликів гібридної та повномасштабної війни

Abstract

Кваліфікаційна робота магістра спрямована на дослідження характеру та особливостей«фінансового забезпечення обороноздатності»України за період гібридної війни 2014-2021 рр. і за час повномасштабної війни з РФ у 2022-2023 рр. У роботі охарактеризовано теоретичні основи, які висвітлюють різницю між «гібридною» і«повномасштабною» війною, передумови і причини початку російсько-української війни, а також надано порівняння сучасної номенклатури видатків на оборону України і блоку НАТО. Окрім цього, у роботі представлені основні методи дослідження йохарактеризовані принципи їх безпосереднього застосування згідно до теми кваліфікаційної роботи, присвяченої дослідженню фінансового забезпечення обороноздатності України протягом останніх дев’яти років. У результаті емпіричного аналізу проведена оцінка обсягу та структури спрямування видатків ДБУ на забезпечення оборони України, а також –оцінка фінансового забезпечення військовослужбовців України за весь час війни з РФ, яка триває з 2014 року і по сьогодення. Окрім цього, центральною темою всього емпіричного аналізу став комплексний аналіз військової допомоги Україні, що надавалася головними союзниками нашої країни в особі США та країн ЄС як у період гібридної війни 2014-2021 рр., так і під час повномасштабної війни з РФ у 2022-2023 рр. Master’s work is aimed at researching the disposition and peculiarities of the «financial support of defense capability» of Ukraine during the hybrid war period of 2014-2021 and during the full-scale war with the Russian Federation in 2022-2023. The work characterizes the theoretical foundations,that highlight the difference between «hybrid war» and «full-scale war», as well as prerequisites and reasons for the beginning of the Russian-Ukrainian war. The workprovides an interpretation of the concept of «defensive capability» in modern scientific literature and also provides a comparison modern nomenclature of defense expenditures of Ukraine and NATO. In addition, thiswork presents the main methods of research and characterizes the principles of their direct application in accordance with the topic of this work, which is devoted to the study of the financial support of Ukraine’s defense capability during the last nine years. As a result of the empirical analysis, an assessment of the volume and structure of budget expenditures for the defense of Ukraine is carried out. Also, as a result of the empirical analysis, assessment of the financial support of Ukrainian armed forces personnel is made for the entire time of the war with the Russian Federation, which has been ongoing since 2014 and until now. And in addition, the central theme of the entire empirical analysis was the comprehensive analysis of military aid to Ukraine, which highlighted the amount of military aidto Ukraine by its allies (USA and EU countries) during the hybrid war period of 2014-2021 and during the full-scale war with the Russian Federation in 2022-2023.
