Діяльність Єлисаветградської міської думи та управи (1871 – 1917 рр.)

Abstract

Минуле міського самоуправління Єлисаветграду є темою великого інтересу та дискусій серед науковців та аналітиків. Актуальність обговорюваної теми в час проведення реформ місцевого самоврядування та адміністративної реформи, на наш погляд, не викликає сумнівів. Тема розкриває всі сторони діяльності Єлисаветградських міської думи та управи та має викликати інтерес істориків та краєзнавців. Об’єктом дослідження виступають Єлисаветградські міські дума та управа в 1871–1917 рр. Предметом дослідження є процес функціонування та розвитку органів міського самоврядування м. Єлисаветград, їхня господарська та соціально-культурна діяльність. Мета роботи полягає у з’ясуванні на основі всебічного аналізу, узагальнення та критичного осмислення доступних джерел та наукових досліджень основних напрямків діяльності Єлисаветградських міської думи та управи в 1871–1917 рр. Для досягнення поставленої мети ставляться такі завдання:  вивчити стан наукового вивчення проблеми та дослідити ступінь репрезентативності та інформативності виявлених джерел;  охарактеризувати діяльність Єлисаветградських міської думи та управи за період 1871‒1917 рр.;  дослідити структуру та особовий склад міської думи та управи м. Єлисаветград;  розглянути висвітлення одеською пресою діяльності службовців Єлисаветградських міських думи та управи;  проаналізувати основні напрямки діяльності Єлисаветградських міської думи та управи, а саме: розвиток промисловості, ремесел і промислів, торгівлі, будівництво і відкриття руху трамваю, фінансову діяльність міського самоврядування, а також роль місцевого самоврядування в забезпеченні благоустрою та санітарного стану міста. The past of Yelisavetgrad city self-government is a topic of great interest and debate among scholars and analysts. In our opinion, the relevance of the topic under discussion at the time of local government and administrative reforms is beyond doubt. The topic reveals all aspects of the activities of the Yelisavetgrad City Council and Administration and should be of interest to historians and local historians. The object of the study is the Yelisavetgrad City Council and Administration in 1871-1917.The subject of the research is the process of functioning and development of the city self-government bodies of Yelisavethrad, their economic, social and cultural activities. The purpose of the study is to identify, on the basis of a comprehensive analysis, generalisation and critical comprehension of available sources and scientific research, the main areas of activity of the Yelisavetgrad City Council and Administration in 1871-1917. To achieve this goal, the following objectives are set: – to study the state of scientific research of the problem and to investigate the degree of representativeness and informativeness of the identified sources; – to characterise the activities of the Yelisavetgrad City Council and Administration in the period 1871-1917 – to study the structure and personnel of the city council and administration of Yelisavethrad; – to examine the coverage by the Odesa press of the activities of employees of the Yelisavethrad City Council and Administration; – to analyse the main areas of activity of the Yelisavetgrad City Council and Administration, namely: the development of industry, crafts and trades, trade, construction and opening of the tramway, financial activities of the city government, as well as the role of local government in ensuring the improvement and sanitary condition of the city.
