Реформа децентралізації влади в сучасній Україні

Abstract

Кваліфікаційну роботу присвячено дослідженню та обґрунтуванню теоретичних засад реалізації процесу децентралізації влади в Україні. У вступі обґрунтовано актуальність та рівень розробки теми; окреслено мету та основні завдання, об’єкт, предмет та методи дослідження; зазначено структуру та обсяг роботи. На початку роботи розкрито поняття, цілі та зміст процесу децентралізації влади. Досліджено сутність організаційно-функціональної системи процесу децентралізації. Основна частина дослідження присвячена розгляду та визначенню процесу дослідження етапів реалізації реформи децентралізації влади. Проаналізовано роль місцевого самоврядування як головного суб’єкту децентралізації влади. Зроблено аналіз світового досвіду децентралізації влади та можливість реалізації цього досвіду в Україні. Наприкінці роботи визначено шляхи реформування місцевого самоврядування в умовах децентралізації влади в Україні. The qualification work is devoted to the research and substantiation of the theoretical foundations of the implementation of the process of decentralization of power in Ukraine. The introduction substantiates the relevance and level of development of the topic; the purpose and main tasks, object, subject and research methods are outlined; the structure and scope of work are indicated. At the beginning of the work, the concept, goals and content of the process of power decentralization are revealed. The essence of the organizational and functional system of the decentralization process has been studied. The main part of the study is devoted to the examination and determination of the research process of the stages of implementation of the reform of power decentralization. The role of local self-government as the main subject of power decentralization is analyzed. An analysis of the world experience of power decentralization and the possibility of implementing this experience in Ukraine was made. At the end of the work, the ways of reforming local self-government in the conditions of decentralization of power in Ukraine are determined.
