Реалізація процесу децентралізації на рівні територіальної громади

Abstract

Кваліфікаційну роботу присвячено дослідженню та обґрунтуванню теоретико-правових аспектів вивчення процесу децентралізації. У вступі обґрунтовано актуальність та рівень розробки теми; окреслено мету та основні завдання, об’єкт, предмет та методи дослідження; зазначено структуру та обсяг роботи. На початку роботи розкрито поняття децентралізації та її потреби для України. Проаналізовано нормативно-правове регулювання процесу децентралізації в Україні. Детально розкрито процесс об’єднання територіальних громад як головну мету децентралізації. Основна частина дослідження присвячена розгляду та визначенню процесу функціонування та розвитку об’єднаних територіальних громад на підставі аналізу вітчизняного та світового досвіду; Також охарактеризувано економічний та соціальний розвиток і співробітництво на регіональному рівні. Досліджено соціальний розвиток територій в умовах децентралізації; Наприкінці роботи визначені напрями реформування місцевих органів влади в рамках децентралізації. The qualification work is devoted to research and substantiation of the theoretical and legal aspects of the study of the decentralization process. The introduction substantiates the relevance and level of development of the topic; the purpose and main tasks, object, subject and research methods are outlined; the structure and scope of work are specified. At the beginning of the work, the concept of decentralization and its needs for Ukraine is revealed. The regulatory and legal regulation of the decentralization process in Ukraine is analyzed. The process of uniting territorial communities as the main goal of decentralization is disclosed in detail. The main part of the study is devoted to the examination and determination of the process of functioning and development of united territorial communities based on the analysis of domestic and world experience; Economic and social development and cooperation at the regional level are also characterized. The social development of the territories under the conditions of decentralization was studied; At the end of the work, directions for reforming local authorities within the framework of decentralization are defined.
