Стратегічне планування розвитку територіальної громади на прикладі Южноукраїнської міської територіальної громади

Abstract

Кваліфікаційна робота присвячена дослідженню питання стратегічного планування розвитку територіальної громади на прикладі Южноукраїнської міської територіальної громади. Кваліфікаційна робота викладена на 75 сторінках, вона містить вступ, 3 розділи, висновки, список використаних джерел та додатки. У вступі аргументовано актуальність дослідження та рівень розробки теми; висвітлено основну мету та завдання кваліфікаційної роботи, визначено об’єкт, предмет та методи дослідження; обгрунтовано наукову новизну; описано практичне значення отриманих результатів; вказано структуру та обсяг роботи. У першому розділі досліджено підходи науковців до визначення понять «стратегія» та «стратегічний розвиток», теоретичні засади створення стратегічних документів та нормативно-правове підгрунтя стратегічного планування розвитку територіальних громад. Особливості структури Стратегії розвитку територіальної громади, її складові та специфіку розроблення охарактеризовано у другому розділі кваліфікаційної роботи. У прикінцевій частині роботи автор розкрила питання причин зниження результативності реалізації Стратегії розвитку та запропоновано основні шляхи покращення цієї результативності на прикладі стратегічного документу Южноукраїнської міської територіальної громади. The qualification work is devoted to the study of the issue of strategic planning of the territorial community development on the example of the Yuzhnoukrainsk urban territorial community. The qualification work is laid out on 75 pages, it contains an introduction, 3 chapters, conclusions, a list of used sources and appendices. The introduction proves the relevance of the research and the level of development of the topic; highlights the main goal and objectives of the qualification work, defines the object, subject and methods of research; justifies the scientific novelty; describes the practical significance of the results obtained; indicates the structure and scope of the work. In the first chapter the approaches of scientists to the definition of the concepts of "strategy" and "strategic development", the theoretical foundations of the creation of strategic documents and the regulatory and legal basis of strategic planning for the development of territorial communities are examined. The features of the structure of the Strategy of the Territorial Community Development, its components and the specifics of its development are described in the second part of the qualification work. In the final chapter, the author revealed the reasons for the decrease in the effectiveness of the implementation of the Development Strategy and proposes the main ways to improve this effectiveness using the example of the strategic document of the Yuzhnoukrainsk urban territorial community.
