Етичні аспекти функціонування публічної служби

Abstract

Кваліфікаційну роботу присвячено науковому обґрунтуванню теоретико-методологічних засад і нормативному аналізу етичних аспектів функціонування публічної служби. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. В роботі окреслено теоретичні засади дослідження етичних аспектів функціонування публічних службовців, проаналізовано етичні принципи як базові елементи розбудови публічної служби, досліджено нормативні засади у сфері функціонування етики публічних службовців, досліджено інституційні засади дотримання етичних стандартів та проаналізувати їх в системі публічної служби, охарактеризовано світовий досвід реалізації етичних кодексів як інструменту розвитку публічної служби, досліджено роль етичного фактору у конфлікті інтересів на публічній службі, досліджено особливості етики у процесі медіації під час комунікації публічних органів влади та громадян. Кваліфікаційна робота має завершений вигляд, містить висновки та пропозиції, до яких автор прийшов самостійно. The qualification work is devoted to the scientific substantiation of the theoretical and methodological principles and normative analysis of the ethical aspects of the functioning of the public service. The introduction substantiates the relevance and level of development of the chosen topic; defines the goal and main tasks, object, subject and methods of research; describes the scientific novelty; establishes the practical significance of the results obtained; indicates the structure and scope of the work. The paper outlines the theoretical foundations of the study of ethical aspects of the functioning of public servants, analyzes ethical principles as basic elements of the development of public service, examines regulatory principles in the field of the functioning of ethics of public servants, examines the institutional principles of compliance with ethical standards and analyzes them in the public service system, characterizes the world experience of implementing ethical codes as a tool for the development of public service, examines the role of the ethical factor in the conflict of interest in public service, examines the features of ethics in the process of mediation during communication between public authorities and citizens. The qualification work has a completed form, contains conclusions and proposals that the author came to independently.
