Взаємодія органів публічного управління з інститутами громадянського суспільства: організаційно-правові аспекти та шляхи оптимізації

Abstract

Кваліфікаційну роботу присвячено дослідженню організаційно-правових засад взаємодії органів публічного управління з інститутами громадянського суспільства. У вступі обґрунтовано актуальність та рівень розробки теми; окреслено мету та основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення отриманих результатів магістерської роботи; вказано апробацію результатів дослідження; зазначено структуру та обсяг роботи. У роботі розкрито теоретичні засади формування громадянського суспільства, уточнено його сутність, структуру та роль у системі публічного управління; систематизовано моделі й принципи взаємодії органів публічного управління з інститутами громадянського суспільства та визначено критерії ефективності такої взаємодії; проаналізовано сучасні механізми взаємодії органів публічного управління з ІГС в Україні та оцінено стан їх організаційно-правового забезпечення; виявлено тенденції та проблеми змін організаційно-правового забезпечення взаємодії в умовах війни, а також узагальнено зарубіжний досвід інституціоналізації взаємодії ; обґрунтувано напрями удосконалення важелів та інструментів взаємодії держави й громадянського суспільства у контексті захисту національних інтересів України, зокрема визначено можливості та безпекові обмеження застосування ІКТ для підвищення ефективності взаємодії. організаційно-правове забезпечення; механізми участі громадськості (партисипація). The qualification work is devoted to the study of the organizational and legal principles of interaction between public administration bodies and civil society institutions. The introduction substantiates the relevance and level of development of the topic; outlines the goal and main tasks, object, subject and methods of research; describes scientific novelty; establishes the practical significance of the results of the master's thesis; indicates the testing of the research results; indicates the structure and scope of the work. The work reveals the theoretical principles of the formation of civil society, specifies its essence, structure and role in the public administration system; systematizes models and principles of interaction between public administration bodies and civil society institutions and determines the criteria for the effectiveness of such interaction; analyzes modern mechanisms of interaction between public administration bodies and civil society institutions in Ukraine and assesses the state of their organizational and legal support; identifies trends and problems of changes in the organizational and legal support of interaction in war conditions, and also summarizes foreign experience in institutionalizing interaction; The directions for improving the levers and instruments of interaction between the state and civil society in the context of protecting the national interests of Ukraine are substantiated, in particular, the possibilities and security limitations of using ICT to increase the effectiveness of interaction are identified.
