Функціонування вітчизняної системи соціального захисту дітей в умовах дії воєнного стану

Abstract

Кваліфікаційну роботу присвячено дослідженню функціонування вітчизняної системи соціального захисту дітей в умовах дії воєнного стану. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розглянуто концептуальні засади функціонування вітчизняної системи соціального захисту дітей. Значна частина роботи присвячена аналізу організаційно-правових аспектів функціонування системи соціального захисту дітей під час дії воєнного стану в Україні. Безпосередньо проаналізовано нормативно-правове регулювання системи соціального захисту дітей; охарактеризовано інституційне забезпечення здійснення соціального захисту дітей; визначено рівень взаємодії громадськості з органами влади у сфері захисту прав дітей. Наприкінці роботи запропоновано способи удосконалення системи соціального захисту дітей в Україні на сучасному етапі, враховуючи іноземний досвід організації і реалізації соціального захисту дитинства та необхідність і можливі шляхи реформування закладів системи інституційного догляду та виховання дітей (на прикладі Миколаївської області). The qualifying work is devoted to the study of the functioning of the national system of social protection of children in the conditions of martial law. In the introduction the relevance and level of theme development are substantiated; the purpose and main tasks, object, subject and methods of research are determined; the scientific novelty is describes; the practical value of the obtained results of master’s work is established; the structure and scope of work are indicated. At the beginning of the work, the conceptual principles of the functioning of the national system of social protection of children are considered. The main part of the research is devoted to the analysis of the organizational and legal aspects of the functioning of the social protection system for children during the martial law in Ukraine. The regulatory and legal regulation of the system of social protection of children is analyzed. The institutional provision of social protection of children is characterized. The level of interaction between the public and authorities in the field of protection of children's rights are determined. At the end of the qualifying work, ways of improving the system of social protection of children in Ukraine at the current stage are proposed. The foreign experience of the organization and implementation of social protection of childhood and the necessity and possible ways of reforming institutions of the system of institutional care and upbringing of children (on the example of the Mykolaiv region) are taken into account.
