Інформаційне суспільство в Україні в контексті європейський інтеграції: стан та перспективи розв’язання

Abstract

Встановлено, що інформаційне суспільство - це рівень в розвитку цивілізації, який характеризується зростанням ролі інформації та знань в житті суспільства, зростанням частки інфокомунікацій, інформаційних продуктів та послуг у валовому внутрішньому продукті, створенням глобального інформаційного простору, який забезпечує ефективну інформаційну взаємодію людей, їх доступ до світових інформаційних ресурсів та задоволення їх соціальних та особистісних потреб в інформаційних продуктах та послугах. Основними ознаками інформаційного суспільства є наступні: інформаційна економіка, високий рівень інформаційних потреб всіх членів суспільства та фактичне їх задоволення; висока інформаційна культура, вільний доступ кожного члена суспільства до інформації, єдиний інформаційний простір. Дослідження показали, що європейська модель розвитку інформаційного суспільства вказує на необхідність подальшої лібералізації інформаційно-телекомунікаційного сектора економіки. Однак при цьому зазначається, що держава в жодному разі не повинна втрачати своєї регулюючої функції. Саме державі, а не транснаціональним корпораціям, слідує визначати «правила гри» на інформаційному ринку, запобігати його монополізації та, за допомогою розвитку та постійного вдосконалення системи інформаційного законодавства, гарантувати вільний та рівний доступ усіх громадян до інформаційним ресурсам країни. Сучасне інформаційне суспільство в Україні в умовах європейської інтеграції має базуватися на інформаційно-комунікаційних технологіях, «інтелектуальних» комп'ютерах, автоматизації та роботизації всіх сфер і галузей економіки та управління, єдиній інтегрованій системі зв'язку, що дозволить забезпечити кожній особі доступ до будь-якої інформації і знань, зумовить радикальні зміни в усій системі суспільних відносин, а також дозволить володіти достовірною і актуальною інформацією, а також ефективно використовувати адекватні методи її збору, аналізу і надання, що є основою успішної діяльності державних органів будь-якого рівня та побудови сервіс-орієнтованої держави. В сучасних умовах Україна має переходити до комплексного управління електронним урядуванням, що перетворить державу на цифрову сервісну платформу, орієнтовану на забезпечення прав і свобод громадян, створення рівних можливостей для їх реалізації. It was established that the information society is a level in the development of civilization, which is characterized by the growth of the role of information and knowledge in the life of society, the growth of the share of information communications, information products and services in the gross domestic product, the creation of a global information space that ensures effective information interaction of people, their access to global information resources and satisfaction of their social and personal needs in information products and services. The main features of the information society are the following: information economy, high level of information needs of all members of society and their actual satisfaction; high information culture, free access of every member of society to information, a single information space. Studies have shown that the European model of information society development indicates the need for further liberalization of the information and telecommunications sector of the economy. However, it is noted that the state should in no case lose its regulatory function. It is the state, not transnational corporations, that should determine the "rules of the game" in the information market, prevent its monopolization and, with the help of the development and continuous improvement of the system of information legislation, guarantee free and equal access of all citizens to the country's information resources. The modern information society in Ukraine in the conditions of European integration should be based on information and communication technologies, "intelligent" computers, automation and robotization of all spheres and branches of the economy and management, a single integrated communication system that will allow each person to have access to any -what kind of information and knowledge will lead to radical changes in the entire system of social relations, as well as allow to have reliable and up-to-date information, as well as to effectively use adequate methods of its collection, analysis and provision, which is the basis of the successful activity of state bodies of any level and construction service-oriented state. In today's conditions, Ukraine should transition to integrated e-governance management, which will turn the state into a digital service platform focused on ensuring the rights and freedoms of citizens, creating equal opportunities for their implementation.
