Підвищення ефективності механізмів управління закладами сфери охорони здоров’я

Abstract

Кваліфікаційну роботу присвячено дослідженню механізмів управління закладами сфери охорони здоров’я та формулюванню напрямів підвищення їх ефективності. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи окреслено теоретичні засади дослідження управління закладами сфери охорони здоров’я, а саме: розкрито зміст основних понять дослідження в категоріальному апараті науки публічного управління; визначено принципи та описано наукові підходи до управління закладами сфери охорони здоров’я. Основна частина роботи присвячена аналізу організаційно-правових аспектів механізмів управління закладами сфери охорони здоров’я. Безпосередньо охарактеризовано правовий механізм управління закладами сфери охорони здоров’я; розглянуто інституційно-організаційний механізм управління закладами сфери охорони здоров’я; проаналізовано управління персоналом як одну із складових частин кадрового механізму управління закладами сфери охорони здоров’я. Наприкінці роботи узагальнено процеси децентралізації та електронізації управління закладами сфери охорони здоров’я, а також обґрунтовано необхідність удосконалення фінансування управління такими закладами. За підсумками проведеного дослідження запропоновано напрями підвищення ефективності механізмів управління закладами сфери охорони здоров’я на сучасному етапі. The qualification work is devoted to the study of the management mechanisms of health care institutions and the formulation of directions for improving their efficiency. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the practical significance of the obtained results is established; the structure and scope of work are indicated. At the beginning of the work, the theoretical foundations of the study of the management of health care institutions are outlined, namely: the content of the main concepts of the study in the categorical apparatus of the science of public administration is disclosed; principles are defined and scientific approaches to the management of health care facilities are described. The main part of the work is devoted to the analysis of organizational and legal aspects of the management mechanisms of health care institutions. The legal mechanism of management of health care institutions is directly characterized; the institutional and organizational mechanism of management of health care institutions is considered; personnel management is analyzed as one of the constituent parts of the personnel management mechanism of health care institutions. At the end of the work, the processes of decentralization and electronic management of health care institutions are summarized, and the need to improve the financing of the management of such institutions is substantiated. Based on the results of the research, directions for improving the efficiency of the management mechanisms of health care institutions at the current stage are proposed.
