Публічне адміністрування у сфері соціального захисту населення

Abstract

У кваліфікаційній роботі розглянуто основні поняття теоретичних, організаційних та правових засад формування та вдосконалення механізмів державного управління у сфері соціального захисту населення, що сприятиме процесам удосконалення роботи в системі органів виконавчої влади та органів місцевого самоврядування та їх повноцінній адаптації до вимог і умов сучасного суспільства. Визначено проблеми реформування механізмів публічного адміністрування у сфері соціального захисту населення, що зумовлює необхідність збалансування системи органів виконавчої влади та органів місцевого самоврядування, децентралізації повноважень, удосконалення форм і методів їх діяльності у сфері соціального захисту населення. Практичне значення одержаних результатів визначається тим, що сформульовані в роботі теоретичні положення, пропозиції та рекомендації становлять як науково-теоретичний, так і практичний інтерес і сприятимуть удосконаленню механізмів публічного адміністрування у сфері соціального захисту населення. Отримані результати можуть бути використані в науково-дослідній діяльності як основа для практичного вирішення та подальшого опрацювання актуальних питань удосконалення механізмів публічного адміністрування у сфері соціального захисту населення. Розроблено рекомендації щодо модернізації механізмів публічного адміністрування у сфері соціального захисту населення, зокрема, важливо, щоб , на яких ґрунтується те чи інше управлінське рішення у сфері соціального захисту населення, були чітко задокументовані, тобто представлені в належній правовій формі. У більшості випадків управлінські рішення у сфері соціального захисту населення є адміністративними процедурами, які співвідносяться з компетенцією суб'єктів публічної адміністрації, функціонування які є змістовними елементами публічного управління у сфері соціального захисту населення. The qualification work examines the main concepts of the theoretical, organizational and legal foundations of the formation and improvement of state management mechanisms in the field of social protection of the population, which will contribute to the processes of improving the work in the system of executive power bodies and local self-government bodies and their full adaptation to the requirements and conditions of modern society. The problems of reforming the mechanisms of public administration in the field of social protection of the population are identified, which necessitates the balancing of the system of executive authorities and local self-government bodies, decentralization of powers, improvement of the forms and methods of their activity in the field of social protection of the population. The practical significance of the obtained results is determined by the fact that the theoretical provisions, proposals and recommendations formulated in the work are of both scientific and theoretical and practical interest and will contribute to the improvement of public administration mechanisms in the field of social protection of the population. The obtained results can be used in scientific and research activities as a basis for practical solutions and further processing of topical issues of improving the mechanisms of public administration in the field of social protection of the population. Recommendations have been developed for the modernization of public administration mechanisms in the field of social protection of the population, in particular, it is important that, on which this or that management decision in the field of social protection of the population is based, be clearly documented, that is, presented in the proper legal form. In most cases, management decisions in the field of social protection of the population are administrative procedures that correlate with the competence of public administration subjects, the functioning of which are meaningful elements of public management in the field of social protection of the population.
