Державна політика щодо соціального захисту ветеранів

Abstract

Кваліфікаційну роботу присвячено дослідженню реалізації державної політики щодо соціального захисту ветеранів, оскільки зміна типового портрету ветерана та його потреб створила передумови для соціально-економічних змін, на які державна соціальна політика повинна реагувати. Зокрема, для оптимізації існуючих програм та розробки нових для підтримки ветеранів в Україні необхідно уважно вивчати та розуміти актуальні потреби та проблеми цієї групи. Все це, підкреслює необхідність проведення досліджень щодо потреб ветеранів і їхнього досвіду у забезпеченні державної підтримки в умовах воєнного конфлікту. У вступі обґрунтовано актуальність теми та рівень її розробки; окреслено мету і основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну і практичне значення отриманих результатів магістерської роботи; зазначено структуру та обсяг роботи. На початку роботи розкрито теоретичні засади дослідження державної політики щодо соціального захисту ветеранів. Перша частина дослідження присвячена соціальному і правовому захисту ветеранів, зокрема їхній соціальній та професійній адаптації. Охарактеризовано законодавчу та інституційну базу формування та реалізації державної політики і соціального захисту ветеранів. Проаналізовано зарубіжний досвід реалізації політики соціального захисту ветеранів. Друга частина роботи присвячена розгляду і аналізу державної політики щодо соціального захисту ветеранів; зокрема, здійснено моніторинг програм і систем у сфері соціального захисту ветеранів; проведено аналіз системи психологічної реабілітації та питання соціальної реінтеграції ветеранів. Третя частина роботи розкриває шляхи вдосконалення державної політики щодо соціального захисту ветеранів, такі як, запровадження активної моделі реалізації політики соціального захисту ветеранів; узагальнено зарубіжний досвід щодо практики соціального захисту ветеранів і запропоновано технології їх реалізації в Україні. The qualification work is devoted to the study of the implementation of the state policy on the social protection of veterans, since the change in the typical portrait of a veteran and his needs created the prerequisites for socio-economic changes to which the state social policy must respond. In particular, in order to optimize existing programs and develop new ones to support veterans in Ukraine, it is necessary to carefully study and understand the current needs and problems of this group. All this emphasizes the need for conducting research on the needs of veterans and their experience in providing state support in conditions of military conflict. The introduction substantiates the relevance of the topic and the level of its development; the purpose and main tasks, object, subject and research methods are outlined; the scientific novelty and practical significance of the obtained results of the master's work are described; the structure and scope of work are indicated. At the beginning of the work, the theoretical foundations of the research of the state policy regarding the social protection of veterans are disclosed. The first part of the study is devoted to the social and legal protection of veterans, in particular their social and professional adaptation. The legislative and institutional framework for the formation and implementation of state policy and social protection of veterans is characterized. The foreign experience of the implementation of the policy of social protection of veterans is analyzed. The second part of the work is devoted to the consideration and analysis of the state policy regarding the social protection of veterans; in particular, monitoring of programs and systems in the field of social protection of veterans was carried out; an analysis of the system of psychological rehabilitation and the issue of social reintegration of veterans was carried out. The third part of the work reveals the ways of improving the state policy regarding the social protection of veterans, such as the introduction of an active model of implementation of the policy of social protection of veterans; foreign experience regarding the practice of social protection of veterans is summarized and technologies for their implementation in Ukraine are proposed.
