Роль центрів надання соціальних послуг у забезпеченні соціального захисту населення

Abstract

Магістерська робота присвячена дослідженню ролі центрів надання соціальних послуг у забезпеченні соціального захисту населення в умовах сучасних соціально-економічних викликів. У роботі розглянуто теоретичні основи функціонування цих установ, їхні функції та нормативно-правову базу діяльності. Визначено сутність і класифікацію соціальних послуг, що дозволяє сформувати чітке уявлення про їхнє місце у системі соціального захисту. У рамках дослідження проведено аналіз діяльності центрів соціальних послуг в Україні на прикладі Комунальної установи «Центр надання соціальних послуг Вільнозапорізької сільської ради» оцінено організаційно-правові аспекти та соціально-економічну ефективність їхньої роботи. У роботі ідентифіковано основні проблеми, які перешкоджають ефективному функціонуванню центрів, зокрема фінансові, кадрові та організаційні. Розроблено рекомендації щодо вдосконалення їхньої діяльності: впровадження сучасних технологій, підвищення кваліфікації працівників та оптимізація управлінських процесів. Практична значущість роботи полягає у можливості використання результатів для вдосконалення діяльності центрів та розробки місцевих програм соціального захисту. The master's thesis is devoted to the study of the role of social service centers in ensuring social protection of the population in the context of modern socio-economic challenges. The theoretical foundations of the functioning of these institutions, their functions and the regulatory framework of their activities are considered. The author defines the essence and classification of social services, which allows forming a clear picture of their place in the social protection system. The study analyzes the activities of social service centers in Ukraine on the example of the Municipal Institution “Center for the Provision of Social Services of the Vilnozapillia Village Council” and assesses the organizational and legal aspects and socio-economic efficiency of their work. The paper identifies the main problems that impede the effective functioning of the centers, including financial, personnel and organizational ones. Recommendations for improving their activities have been developed: introduction of modern technologies, staff development and optimization of management processes. The practical significance of the work lies in the possibility of using the results to improve the activities of the centers and develop local social protection programs.
