Державна політика щодо реалізації сфери медичних послуг : аналіз національних програм та міжнародного досвіду

Abstract

Кваліфікаційну роботу присвячено науковому обґрунтуванню теоретико-методологічних засад та вироблення практичних рекомендацій стосовно вдосконалення державної політики у сфері реалізації медичних послуг. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розглянуто теоретичні засади дослідження державної політики сфери медичних послуг як об’єкту наукових досліджень. Проаналізовано понятійно-категоріальний апарат дослідження сфери медичних послуг як об’єкту державної політики; визначено можливості імплементації світового досвіду моделей державної політики у сфері медичних послуг у вітчизняну практику; досліджено нормативно-правовий механізм державної політики у сфері медичних послуг; обґрунтовано шляхи гармонізації вітчизняного медичного законодавства до законодавства країн ЄС; окреслено напрями вдосконалення організаційного механізму державної політики у сфері медичних послуг; запропоновано сучасні інструменти державної політики у сфері медичних послуг з урахуванням сучасних реалій. Кваліфікаційна робота має завершений вигляд, містить висновки та пропозиції, до яких автор прийшов самостійно. The qualification work is devoted to the scientific substantiation of theoretical and methodological principles and the development of practical recommendations for improving state policy in the sphere of medical services. The introduction substantiates the relevance and level of development of the chosen topic; defines the goal and main tasks, object, subject and methods of research; describes scientific novelty; establishes the practical significance of the results obtained; indicates the structure and scope of the work. At the beginning of the work, the theoretical principles of studying the state policy of the sphere of medical services as an object of scientific research are considered. The conceptual and categorical apparatus of studying the sphere of medical services as an object of state policy is analyzed; the possibilities of implementing world experience of models of state policy in the sphere of medical services into domestic practice are determined; the regulatory and legal mechanism of state policy in the field of medical services is investigated; ways of harmonizing domestic medical legislation with the legislation of EU countries are substantiated; directions for improving the organizational mechanism of state policy in the field of medical services are outlined; modern instruments of state policy in the field of medical services are proposed, taking into account modern realities. The qualification work has a completed form, contains conclusions and proposals that the author came to independently.
