Управління комунальним майном територіальних громад в умовах децентралізації : проблеми та шляхи удосконалення

Abstract

Кваліфікаційну роботу присвячено теоретичному обґрунтуванню і практичному аналізу процесу управління комунальним майном територіальних громад в умовах децентралізації, виявленню основних проблем та розробленні напрямів удосконалення системи управління. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; вказано про публікацію двох наукових статей; зазначено структуру й обсяги роботи. На початку роботи розкрито теоретичні засади управління комунальним майном територіальних громад, а саме: описано категоріально-понятійний апарат управління комунальним майном, виокремлено види та склад комунального майна. Основна частина роботи присвячена аналізу сучасного стану управління комунальним майном в умовах децентралізації. Безпосередньо загально описано сутність децентралізаційної реформи та з’ясовано її вплив на розширення повноважень громад у сфері управління майном; охарактеризовано організаційно-інституційне забезпечення управління комунальним майном; окреслено нормативно-правове регулювання управління комунальним майном. Наприкінці роботи проаналізовано практику управління комунальним майном в територіальних громадах (на прикладі Миколаївської міської територіальної громади); побудовано SWOT-модель управління комунальним майном за сучасних умов. За підсумками проведеного дослідження сформульовано напрями удосконалення управління комунальним майном громад в умовах децентралізації. The qualification work is devoted to the theoretical substantiation and practical analysis of the process of managing communal property of territorial communities in the context of decentralization, identifying the main problems and developing areas for improving the management system. In the introduction the relevance and level of theme development are substantiated; the purpose and main tasks, object, subject and methods of research are determined; the scientific novelty is describes; the practical value of the obtained results of master’s work is established; the publication of two scientific articles is indicated; the structure and scope of work are indicated. At the beginning of the work, the theoretical principles of municipal property management of territorial communities are revealed. The categorical and conceptual apparatus of municipal property management is described. The types and composition of municipal property are identified. The main part of the work is devoted to the analysis of the current state of municipal property management in the context of decentralization. The essence of the decentralization reform is described and its impact on the expansion of the powers of communities in the field of property management is clarified. The organizational and institutional support for municipal property management is characterized. The regulatory and legal regulation of municipal property management is outlined. At the end of the work, the practice of municipal property management in territorial communities is analyzed (using the example of the Mykolaiv city territorial community). A SWOT-model of municipal property management under modern conditions is built. Based on the results of the research, directions for improving the management of municipal property in communities in the context of decentralization are formulated.
