Реформування місцевого самоврядування в Україні в умовах війни: проблеми та виклики

Abstract

Кваліфікаційну роботу присвячено дослідженню процесу реформування МС в Україні в умовах війни, виявленню основних проблем і викликів та розробки шляхів їх подолання для забезпечення ефективності функціонування МС під час війни та у післявоєнний період. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; вказано про апробацію результатів дослідження; зазначено структуру й обсяги роботи. На початку роботи розглянуто теоретичні основи реформування місцевого самоврядування, а саме: розкрито поняття і сутність місцевого самоврядування, описано основні етапи та цілі його реформування в Україні. Основна частина роботи присвячена аналізу впливу війни на реформування місцевого самоврядування. Безпосередньо проаналізовано існуючі зміни у законодавчому полі в умовах воєнного стану; з’ясовано вплив воєнних дій на структуру і функції органів місцевого самоврядування; описано фінансові виклики, такі як зменшення бюджетних надходжень, зміни в податковій політиці. Наприкінці роботи запропоновано шляхи подолання проблем та окреслено перспективи розвитку місцевого самоврядування в Україні. The qualification work is devoted to the study of the process of reforming the Civil Service in Ukraine during the war, identifying the main problems and challenges and developing ways to overcome them to ensure the effective functioning of the Civil Service during the war and in the post-war period. In the introduction the relevance and level of development of the chosen topic; defines the goal and main tasks, object, subject and methods of research; describes the scientific novelty; establishes the practical significance of the results obtained; indicates the testing of the research results; indicates the structure and scope of the work. At the beginning of the work, the theoretical foundations of local self-government reform are considered. The concept and essence of local self-government are revealed. The main stages and goals of its reform in Ukraine are described. The main part of the work is devoted to the analysis of the impact of the war on the reform of local self-government. The existing changes in the legislative field under martial law are analyzed. The impact of military actions on the structure and functions of local self-government bodies is clarified. Financial challenges are described, such as a decrease in budget revenues, changes in tax policy. At the end of the work, ways to overcome problems are proposed and prospects for the development of local self-government in Ukraine are outlined.
