Державна політика у сфері запобігання корупції в Україні: сучасний стан та перспективи

Abstract

Кваліфікаційну роботу присвячено дослідженню сучасного стану вітчизняної державної політики у сфері запобігання корупції та окресленню перспектив її удосконалення. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; вказано про апробацію результатів дослідження та їх публікацію; зазначено структуру й обсяги роботи. На початку роботи розкрито загальні аспекти державної політики у сфері запобігання корупції, а саме: розтлумачено зміст поняття «корупція», визначено сутність, ключові завдання і принципи державної політики у сфері запобігання корупції. Основна частина роботи присвячена дослідженню сучасного стану і особливості реалізації державної політики у сфері запобігання корупції в Україні. Безпосередньо охарактеризовано міжнародні стандарти впровадження антикорупційної політики; систематизовано нормативно-правове забезпечення державної політики у сфері запобігання корупції; проаналізовано рівень корупції в Україні як показник ефективності державної політики у сфері запобігання корупції. Наприкінці роботи узагальнено результати та окреслено виклики впровадження антикорупційних програм і стратегій. За підсумками проведеного дослідження розроблено пропозиції щодо поліпшення державної політики у сфері запобігання корупції, комплексна реалізація яких буде сприяти удосконаленню державної політики у сфері запобігання корупції та підвищенню дієвості антикорупційних механізмів. The qualification work is devoted to the study of the formation of a favorable psychological climate in the team as an important component of the management of healthcare institutions. In the introduction the relevance and level of theme development are substantiated; the purpose and main tasks, object, subject and methods of research are determined; the scientific novelty is describes; the practical value of the obtained results of master’s work is established; approbation of research results and one publication are indicated; the structure and scope of work are indicated. At the beginning of the work, the general aspects of state policy in the field of corruption prevention are revealed, namely: the meaning of the concept of «corruption» is explained, the essence, key tasks and principles of state policy in the field of corruption prevention are determined. The main part of the work is devoted to the study of the current state and features of the implementation of state policy in the field of corruption prevention in Ukraine. International standards for the implementation of anti-corruption policy are characterized. The regulatory and legal support of state policy in the field of corruption prevention are systematized. The level of corruption in Ukraine is analyzed as an indicator of the effectiveness of state policy in the field of corruption prevention. At the end of the work, the results are summarized and the challenges of implementing anti-corruption programs and strategies are outlined. Based on the results of the research, proposals have been developed to improve state policy in the field of corruption prevention, the comprehensive implementation of which will contribute to the improvement of state policy in the field of corruption prevention and increasing the effectiveness of anti-corruption mechanisms.
