Етнонаціональна політика Центральної Ради в контексті українського досвіду поваги до інших культур

Abstract

Україна – багатоетнічна країна, до складу якої входять різні за походженням і культурою етнічні спільноти. Більшість цих спільнот об’єднує те, що вони протягом століть знаходилися у відриві від основного масиву свого етносу в умовах українського середовища й активно взаємодіяли з українцями. Об’єкт дослідження: етнополітична ситуація в Україні у часи Української революції 1917–1921 рр. Предмет дослідження: історико-політичні зміни в становищі етнічних меншин за доби Центральної Ради в контексті досвіду поваги до інших культур. Метою дослідження є комплексний науковий аналіз особливостей становища етнічних меншин України в добу Центральної Ради. Для досягнення поставленої мети передбачається розв’язати такі завдання: проаналізувати та систематизувати існуючу літературу з означеної проблеми, визначити інформаційні можливості використаних джерел; охарактеризувати процес формування етнонаціональної політики Центральної Ради; розглянути становище представників етнічних меншин за Центральної Ради. Європейський вибір України, вироблення демократичних засад етнополітики переконливо доводить потребу в пошуку нової наукової парадигми у форматі: суспільство – держава – етнічні меншини, що повинна ґрунтуватися на фундаментальних узагальнюючих працях з історії етнічних меншин України. Особливо це стосується періоду Української революції 1917–1921 рр., який був наповнений багатовимірним і неоднозначним змістом, коли існували різні форми і методи забезпечення прав етнічних меншин, їх складні взаємовідносини з державними структурами. Ukraine is a multi-ethnic country, which includes ethnic communities of different origin and culture. Most of these communities are united by the fact that for centuries they were separated from the main body of their ethnic group in the Ukrainian environment and actively interacted with Ukrainians. Object of research: the ethnopolitical situation in Ukraine during the Ukrainian Revolution of 1917–1921. The subject of the study: historical and political changes in the position of ethnic minorities during the days of the Central Rada in the context of the experience of respect for other cultures. The purpose of the study is a comprehensive scientific analysis of the peculiarities of the situation of ethnic minorities in Ukraine during the days of the Central Rada. In order to achieve the set goal, it is expected to solve the following tasks: analyze and systematize the existing literature on the specified problem, determine the information capabilities of the used sources; describe the process of formation of ethno-national policy of the Central Rada; consider the position of representatives of ethnic minorities under the Central Rada. The European choice of Ukraine, the development of democratic principles of ethnopolitics convincingly proves the need to find a new scientific paradigm in the format: society – state – ethnic minorities, which should be based on fundamental generalizing works on the history of ethnic minorities in Ukraine. This especially applies to the period of the Ukrainian Revolution of 1917–1921, which was filled with multidimensional and ambiguous content, when there were various forms and methods of ensuring the rights of ethnic minorities, their complex relationships with state structures.
