Концептуальні основи стратегії розвитку освіти в Україні

Abstract

Узагальнено теоретичні напрацювання основних досліджень освіти як суспільного інституту. На сьогодні поняття «освіта» розуміється широко, окреслюється різними контекстами, які можна узагальнити таким чином: освіта – цінність (державна, суспільна, особистісна); система різноманітних навчальних закладів і освітніх установ; особливий процес; різнорівневий результат; соціокультурний феномен; соціальний інститут, що впливає на стан свідомості суспільства. Окреслено роль та місце освіти в інституційній структурі сучасного суспільства. Сфера освіти є невід’ємною складовою розвитку суспільства і відіграє головну роль у суспільному прогресі та формуванні й функціонуванні основних інституцій сучасного суспільства. Розкрито концептуальні принципи трансформації інститут освіти за умов становлення сучасного суспільства. Сучасний стан сфери освіти в Україні свідчить, що для вирішення проблем галузі необхідно розробити цілісну систему державних заходів, спрямованих на забезпечення її ефективного розвитку. При цьому головним завданням має стати забезпечення достатнього фінансування галузі шляхом оптимізації бюджетних та позабюджетних джерел її розвитку. Особливу роль має відігравати система управління та контролю за діяльністю бюджетних установ щодо ефективності використання фінансових ресурсів держави. Для поліпшення ситуації, що склалося, політику фінансування освіти потрібно формувати відповідно до соціально-економічної доцільності здійснених бюджетних видатків та поєднання вітчизняного та світового досвіду. Концептуальні основи стратегії діяльності закладів освіти потребують удосконалення в таких основних напрямах: послаблення прямого адміністративного втручання та жорсткого контролю; використання низки непрямих методів управління; розширення наукової та господарської автономії навчальних закладів; удосконалення системи фінансового забезпечення тощо. Крім того повинні бути визначено стратегічні пріоритети розвитку інституту освіти у концепції інноваційного розвитку України, запропоновані основні напрямки внутрішніх організаційних змін у системі освіти, сформульовано основні цілі, інструменти та форми політики держави, що дозволить сформувати систему освіти, адекватну потребам сьогодення. The theoretical developments of the main studies of education as a social institution are summarized. Today, the concept of "education" is understood broadly, outlined in different contexts, which can be summarized as follows: education is a value (state, social, personal); a system of various educational institutions and educational institutions; special process; mixed result; sociocultural phenomenon; a social institution that affects the state of society's consciousness. The role and place of education in the institutional structure of modern society is outlined. The sphere of education is an integral part of the development of society and plays a major role in social progress and the formation and functioning of the main institutions of modern society. The conceptual principles of the transformation of the educational institution under the conditions of the formation of modern society are revealed. The current state of the education sector in Ukraine shows that in order to solve the problems of the sector, it is necessary to develop a comprehensive system of state measures aimed at ensuring its effective development. At the same time, the main task should be to ensure sufficient financing of the industry by optimizing budgetary and extra-budgetary sources of its development. A special role should be played by the system of management and control over the activities of budgetary institutions regarding the efficiency of the use of state financial resources. In order to improve the current situation, the education financing policy needs to be formed in accordance with the socio-economic feasibility of budget expenditures and the combination of national and international experience. The conceptual foundations of the strategy of educational institutions need to be improved in the following main directions: weakening of direct administrative intervention and strict control; use of a number of indirect management methods; expansion of scientific and economic autonomy of educational institutions; improvement of the financial support system, etc. In addition, the strategic priorities of the development of the educational institute in the concept of innovative development of Ukraine should be determined, the main directions of internal organizational changes in the education system should be proposed, the main goals, instruments and forms of state policy should be formulated, which will allow the formation of an education system adequate to today's needs.
