Інститут самоорганізації населення в Україні як форма локальної демократії

Abstract

Кваліфікаційну роботу присвячено визначенню ролі органів самоорганізації населення, що створюються за місцем проживання громадян у вирішенні місцевих проблем. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розглянуто охарактеризовано сучасний стан досліджень інституту самоорганізації населення в Україні, висвітлена нормативно-правова основа діяльності органів самоорганізації населення в Україні, розглянутий Європейський досвід самоорганізація населення. Значна частина роботи присвячена дослідженню органів самоорганізації населення в територіальних громадах, як форми локальної демократії. Безпосередньо проаналізовано особливості становлення інституту самоорганізації населення в структурі територіальної громади м. Києва та виявлено та систематизовано сучасні підходи до ролі органів самоорганізації населення в процесах демократизації. Наприкінці роботи визначено напрями удосконалення законодавства щодо утворення та діяльності органів самоорганізації населення в Україні, а також обґрунтовані перспективні напрями розвитку інституту територіальної самоорганізації населення в Україні. The qualification work is devoted to determining the role of self-organization bodies of the population, which are created at the place of residence of citizens, in solving local problems. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the practical significance of the obtained results is established; the structure and scope of work are indicated. At the beginning of the work, the current state of research on the institute of population self-organization in Ukraine is considered and characterized, the regulatory and legal basis of the activities of the bodies of population self-organization in Ukraine is highlighted, and the European experience of population self-organization is considered. A significant part of the work is devoted to the study of self-organization bodies of the population in territorial communities, as a form of local democracy. The peculiarities of the establishment of the institution of self-organization of the population in the structure of the territorial community of Kyiv were directly analyzed, and modern approaches to the role of self-organization bodies in the processes of democratization were identified and systematized. At the end of the work, directions for improving the legislation regarding the formation and activity of self-organization bodies of the population in Ukraine are determined, as well as substantiated prospective directions for the development of the institute of territorial self-organization of the population in Ukraine.
