Державне регулювання кадрового забезпечення збройних сил України

Abstract

Кваліфікаційну роботу присвячено науковому обґрунтуванню підвищення ефективності державного регулювання кадрового забезпечення Збройних Сил України. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; зазначено структуру й обсяги роботи. На початку роботи охарактеризовано організаційні та нормативно- правові засади роботи з особовим складом у Збройних Силах України. Також визначено завдання і функції системи кадрового менеджменту в ЗСУ. Проаналізовано кадровий склад та охарактеризовано основні проблеми сучасної системи добору, підготовки, перепідготовки, підвищення кваліфікації кадрів у ЗСУ. Досліджено зарубіжний досвід у сфері кадрового забезпечення збройних сил на прикладі США та можливості його застосування для України. Наприкінці роботи обґрунтовано напрями удосконалення діяльності органів управління системи кадрового менеджменту ЗСУ; висвітлено основні проблеми державного регулювання кадрового забезпечення ЗСУ та сформовано шляхи його удосконалення. The qualification work is devoted to the scientific substantiation of increasing the effectiveness of state regulation of personnel support of the Armed Forces of Ukraine. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the structure and scope of work are indicated. At the beginning of the work, the organizational and regulatory principles of work with personnel in the Armed Forces of Ukraine were characterized. The tasks and functions of the personnel management system in the Armed Forces are also defined. The personnel composition was analyzed and the main problems of the modern system of selection, training, retraining, and advanced training of personnel in the Armed Forces were characterized. The foreign experience in the field of personnel support of the armed forces on the example of the USA and the possibility of its application for Ukraine were studied. At the end of the work, directions for improving the activities of the management bodies of the personnel management system of the Armed Forces of Ukraine are substantiated; the main problems of the state regulation of personnel support of the Armed Forces were highlighted and ways of its improvement were formed.
