Державна політика у сфері запобігання та протидії корупції в Україні

Abstract

Кваліфікаційну роботу присвячено дослідженню державної політики у сфері запобігання та протидії корупції в Україні. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; вказано про апробацію результатів дослідження; зазначено структуру й обсяги роботи. На початку роботи окреслено теоретичні засади державної політики у сфері запобігання та протидії корупції, а саме: розкрито зміст основних понять дослідження, описано причини виникнення та поширення корупції в Україні, окреслено мету, завдання та принципи державної політики у сфері запобігання і протидії корупції. Основна частина роботи присвячена дослідженню окремих аспектів вітчизняної державної політики у сфері запобігання і протидії корупції. Безпосередньо проаналізовано нормативно-правове забезпечення державної політики у сфері запобігання та протидії корупції; охарактеризовано нові спеціалізовані органи влади, які здійснюють заходи у сфері запобігання і протидії корупції; узагальнено можливості притягнення до відповідальності за скоєння корупційних правопорушень та правопорушень пов’язаних із корупцією як важливої складової державної політики у сфері запобігання та протидії корупції. Наприкінці роботи проаналізовано індекс сприйняття корупції в Україні як важливий показник ефективності й дієвості державної політики у сфері запобігання та протидії корупції; розглянуто систему електронного декларування як один із ключових засобів контролю у сфері запобігання та протидії корупції. The qualification work is devoted to the research of state policy in the field of prevention and counteraction of corruption in Ukraine. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the practical significance of the obtained results is established; the approbation of the research results is indicated; the structure and scope of work are indicated. At the beginning of the work, the theoretical foundations of state policy in the field of prevention and counteraction of corruption are outlined, namely: the content of the main concepts of the study is revealed, the causes of the emergence and spread of corruption in Ukraine are described, the purpose, tasks and principles of state policy in the field of prevention and counteraction of corruption are outlined. The main part of the work is devoted to the study of certain aspects of domestic state policy in the field of prevention and counteraction of corruption. The regulatory and legal support of the state policy in the field of prevention and counteraction of corruption was directly analyzed; the new specialized authorities, which carry out measures in the field of prevention and counteraction of corruption, are characterized; the possibilities of prosecution for the commission of corruption offenses and offenses related to corruption as an important component of state policy in the field of prevention and counteraction of corruption are summarized. At the end of the work, the index of perception of corruption in Ukraine is analyzed as an important indicator of the efficiency and effectiveness of state policy in the field of prevention and counteraction of corruption; considered the system of electronic declaration as one of the key means of control in the field of prevention and counteraction of corruption.
