Надання публічних послуг національною поліцією України у сфері дозвільної системи

Abstract

Кваліфікаційну роботу присвячено дослідженню надання публічних послуг Національною поліцією України у сфері дозвільної системи. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; вказано про апробацію результатів дослідження; зазначено структуру й обсяги роботи. На початку роботи розглянуто загальнотеоретичні аспекти дослідження інституту публічних послуг та дозвільної системи, а саме розкрито зміст поняття «публічна послуга» у категоріальному апараті науки публічного управління; визначено поняття, сутність та окреслено характерні риси дозвільної системи. Основна частина роботи присвячена аналізу організаційно-правових засад надання публічних послуг національною поліцією України у сфері дозвільної системи. Безпосередньо охарактеризовано Національну поліцію України як специфічний суб’єкт надання публічних послуг у сфері дозвільної системи; проаналізовано нормативно-правове регулювання надання публічних послуг Національною поліцією України у сфері дозвільної системи; окреслено стандарти й основні критерії якості надання публічних послуг Національною поліцією України у сфері дозвільної системи. Наприкінці роботи визначено особливості надання окремих публічних послуг Національною поліцією України у сфері дозвільної системи (на прикладі отримання дозволу на зброю); обґрунтовано необхідність імплементації іноземного досвіду надання публічних послуг Національною поліцією у сфері дозвільної системи. The qualification work is devoted to the study of the provision of public services by the National Police of Ukraine in the field of the permit system. The introduction substantiates the relevance and level of elaboration of the chosen topic; the purpose and main tasks, object, subject and research methods are determined; scientific novelty is described; the practical significance of the obtained results is established; the approbation of the research results is indicated; the structure and scope of work are indicated. At the beginning of the work, the general theoretical aspects of the research of the institute of public services and the permit system were considered, namely, the meaning of the concept of "public service" in the categorical apparatus of the science of public administration was revealed; the concept, essence and characteristic features of the permit system are defined. The main part of the work is devoted to the analysis of the organizational and legal foundations of the provision of public services by the National Police of Ukraine in the field of the permit system. The National Police of Ukraine is directly characterized as a specific subject of providing public services in the field of the permit system; the regulatory and legal regulation of the provision of public services by the National Police of Ukraine in the field of the permit system was analyzed; the standards and main quality criteria for the provision of public services by the National Police of Ukraine in the field of the permit system are outlined. At the end of the work, the peculiarities of the provision of certain public services by the National Police of Ukraine in the field of the permit system (on the example of obtaining a permit for weapons) are determined; the need to implement foreign experience in providing public services by the National Police in the field of the permit system is substantiated.
