Внутрішньо переміщені особи в Україні: проблеми, потреби та перспективи

Abstract

Кваліфікаційна робота присвячена дослідженню проблем, потреб та перспектив внутрішньо переміщених осіб (ВПО) в Україні. У роботі розглядаються ключові питання, пов'язані з вимушеним переселенням населення, аналізуються причини та масштаби цього явища, проблеми, з якими стикаються ВПО, а також заходи державної політики та можливі шляхи вирішення зазначених проблем. У першому розділі роботи розкрито поняття та сутність внутрішньо переміщених осіб, а також досліджено міжнародні та національні правові засади захисту прав ВПО. У другому розділі проаналізовано причини та масштаби внутрішнього переселення в Україні, визначено основні проблеми та потреби ВПО, а також оцінено дієвість державної політики у цій сфері. Третій розділ присвячений аналізу політичних аспектів проблеми внутрішньо переміщених осіб, включаючи вплив внутрішнього переселення на політичну ситуацію в Україні та використання проблем ВПО у політичних цілях. Окремо розглянуто політичні шляхи вирішення проблем ВПО. У четвертому розділі запропоновано перспективи вирішення проблем внутрішньо переміщених осіб, включаючи вдосконалення державної політики та підвищення ефективності діяльності громадських організацій, які надають допомогу ВПО. This qualification work is dedicated to studying the problems, needs, and prospects of internally displaced persons (IDPs) in Ukraine. The paper addresses key issues related to forced population displacement, analyzes the causes and scale of this phenomenon, the challenges faced by IDPs, as well as the measures of state policy and possible solutions to these problems. In the first chapter, the concept and essence of internally displaced persons are revealed, and the international and national legal foundations for protecting the rights of IDPs are studied. The second chapter analyzes the causes and scale of internal displacement in Ukraine, identifies the main problems and needs of IDPs, and evaluates the effectiveness of state policy in this area. The third chapter is devoted to analyzing the political aspects of the problem of internally displaced persons, including the impact of internal displacement on the political situation in Ukraine and the use of IDP issues for political purposes. It also considers political solutions to the problems of IDPs. The fourth chapter proposes prospects for solving the problems of internally displaced persons, including improving state policy and enhancing the effectiveness of non-governmental organizations providing assistance to IDPs.
