Організація інформаційного забезпечення надання соціальних послуг в громаді

Abstract

Метою даної бакалаврської роботи є дослідити та узагальнити процес організації інформаційного забезпечення надання соціальних послуг населенню в громаді. Питання інформаційного забезпечення організації надання соціальних послуг актуалізується в силу різних причин: і збільшенням категорії отримувачів соціальних послуг, і швидким впровадженням інформаційних технологій в діяльність установ соціального захисту населення, і оновленням нормативно-законодавчого забезпечення в умовах воєнного стану тощо. З цього випливає, що готовність до змін, розуміння і сприйняття змін потребує підготовки населення, заради якого, власне, і відбуваються ці зміни, і залучення до реалізації змін суспільства в цілому. У роботі досліджено використання інформаційно-комунікаційних технологій в діяльності установ соціального захисту населення; проаналізовано нормативно-законодавче забезпечення надання соціальних послуг населенню, у тому числі на рівні громади; розкрито зміст інформаційного супроводу отримувачів соціальних послуг; узагальнено практику організації інформаційного забезпечення надання соціальних послуг різним категоріям населення на рівні громади; розроблено рекомендації-пам’ятки для населення з метою підвищення їхньої поінформованості. Методологічною основою дослідження стали загальнонаукові методи аналізу, синтезу, конкретизація та узагальнення; аналіз законодавчих актів, наукової літератури з питань інформаційного забезпечення соціальної сфери для з’ясування сутності та специфіки інформаційно-роз’яснювальної роботи з населенням щодо існуючих соціальних послуг, правових підстав для їх отримання, розуміння необхідності інформаційного супроводу змін. Результати дослідження мають теоретичне та практичне значення для практичної соціальної роботи, а також можуть бути використані для підготовки лекційних та практичних занять для студентів спеціальності 231 «Соціальна робота». The purpose of this bachelor's work is to investigate and generalize the process of organizing information support for the provision of social services to the population in the community. The issue of information support for the provision of social services is updated due to various reasons: the increase in the category of recipients of social services, and the rapid introduction of information technologies into the activities of social welfare institutions, and the updating of regulatory and legislative support in conditions of martial law, etc. From this it follows that readiness for changes, understanding and perception of changes requires training of the population, for the sake of which, in fact, these changes are taking place, and involvement in the implementation of changes in society as a whole. The work examines the use of information and communication technologies in the activities of institutions of social protection of the population; the regulatory and legislative support for the provision of social services to the population, including at the community level, was analyzed; the content of the informational support for recipients of social services is revealed; the practice of organizing information support for the provision of social services to different categories of the population at the community level is summarized; recommendations-memoirs for the population were developed in order to increase their awareness.The methodological basis of the research was general scientific methods of analysis, synthesis, specification and generalization; analysis of legislative acts, scientific literature on information provision of the social sphere to clarify the essence and specifics of information and explanatory work with the population regarding existing social services, legal grounds for their receipt, understanding the need for informational support of changes.The results of the research have theoretical and practical significance for practical social work, can also be used for the preparation of lectures and practical classes for students of the specialty 231 «Social Work».
