Центр надання адміністративних послуг та управління соціального захисту в системі соціального партнерства

Abstract

Метою даної бакалаврської роботи є дослідити особливості партнерства ЦНАП та УСНЗ у наданні населенню адміністративних послуг соціального характеру на рівні територіальної громади. Актуальність роботи пояснюється процесом цифрової трансформації соціальної сфери, впровадженням інформаційних систем, переведенням в автоматизований режим більшості процесів з формування та надання адміністративних послуг соціального характер. Розглядаються особливості партнерства ЦНАП та УСЗН у наданні населенню адміністративних послуг соціального характеру на рівні територіальної громади. У роботі досліджено теоретичні положення соціального партнерства як складової соціальної роботи на рівні територіальної громаді;; визначено сучасні напрями соціального партнерства ЦНАП та УСЗН; охарактеризовано адміністративні послуги соціального характеру; узагальнено організаційне забезпечення надання адміністративних послуг соціального характеру; висвітлено практичний досвід на прикладі Губиниської ОТГ Дніпропетровської області в наданні населенню адміністративних послуг соціального характеру. Методологічною основою дослідження стали загальнонаукові методи аналізу, синтезу, конкретизація та узагальнення; емпіричні методи дослідження – аналіз документів, зокрема аналіз нормативно-законодавчих документів, планово-звітної документації Губиниської селищної ради Дніпропетровської області, наукової літератури, матеріалів досліджень та аналітичних документів, інформаційних ресурсів відкритих джерел, офіційних сайтів Міністерства соціальної політики України, Губиниської селищної ради Дніпропетровської області тощо. Висвітлено результати дослідження щодо спектра та обізнаності населення про адміністративні послуги соціального характеру на рівні громади. Основні теоретичні та практичні положення, висновки й рекомендації можуть бути використані у практичні роботі соціальних служб, центрів надання адміністративних послуг, установ соціального захисту населення на рівні територіальних громад, громадськими організаціями та іншими недержавними організаціями, що залучені до соціального захисту населення через надання різного виду адміністративних послуг соціального характеру/ The purpose of this bachelor's work is to examine the peculiarities of the partnership between CNAP and USNZ in the provision of administrative services of a social nature to the population at the level of the territorial community. The relevance of the work is explained by the process of digital transformation of the social sphere, the advancement of information systems, the transfer to an automated mode of most processes from the formation and provision of administrative services of a social nature. The peculiarities of the partnership between CNAP and USZN are examined to provide administrative services of a social nature to the population on the level of the territorial community. The robot has explored the theoretical provisions of social partnership as a warehouse social robot on the level of the territorial community;; designated the current direction of social partnership CNAP and USZN; administrative services of a social nature are characterized; the organizational provision of administrative services of a social nature has been established; Practical evidence has been revealed on the application of the Gubinsky OTG of the Dnipropetrovsk region in providing administrative services of a social nature to the population. The methodological basis for the research was the fundamental scientific methods of analysis, synthesis, specification and specification; empirical methods of investigation - analysis of documents, close analysis of normative and legislative documents, planning documentation of the Gubinsk village for the Dnipropetrovsk region, scientific literature, investigation materials and analytical documents, information resources of open sources, official websites of the Ministry of Social Policy of Ukraine, Gubinsk village for the Dnipropetrovsk region too bad. The results of research into the spectrum and awareness of the population about administrative services of a social nature in the area of the community have been revealed. The main theoretical and practical provisions, basic recommendations can be used in practical work of social services, centers for the provision of administrative services, installations of social protection of the population at the level of territorial communities, and municipal bodies with other non-state organizations that received social protection of the population through various types of administrative services of a social nature
