Управлінська культура керівника органу публічної влади

Abstract

Кваліфікаційну роботу присвячено теоретичному аналізу сутності, особливостей формування та сучасному стану розвитку управлінської культури керівника органу публічної влади, дослідженню зарубіжного досвіду та впровадження його у вітчизняну управлінську практику з урахуванням актуальних викликів та перспектив модернізації управлінської культури в системі публічного управління України. У вступі обґрунтовано актуальність та рівень розробки теми; окреслено мету та основні завдання, об’єкт, предмет та методи дослідження; зазначено структуру та обсяг роботи. На початку роботи розкрито теоретичні засади управлінської культури керівника органу публічної влади; Увагу зосереджено на аналізі управлінської культури, зокрема її структури, чинників формування, нормативно-правового забезпечення. Основна частина дослідження присвячена аналізу сучасного стану управлінської культури керівника органу публічної влади. Також розглянуто закордонний досвід управлінської культури керівників та його впровадження у вітчизняну практику. Доведено потребу у комплексному реформуванні чинного законодавства у сфері управлінської культури. Наприкінці роботи виявлено проблеми реалізації високого рівня управлінської культури та напрями її модернізації в системі публічного управління України. The qualification work is devoted to the theoretical analysis of the essence, features of the formation and the current state of development of the management culture of the head of a public authority, the study of foreign experience and its implementation in domestic management practice, taking into account the current challenges and prospects for the modernization of management culture in the public administration system of Ukraine. The introduction substantiates the relevance and level of development of the topic; outlines the goal and main tasks, object, subject and methods of research; indicates the structure and scope of the work. At the beginning of the work, the theoretical foundations of the management culture of the head of a public authority are revealed; Attention is focused on the analysis of management culture, in particular its structure, factors of formation, regulatory and legal support. The main part of the study is devoted to the analysis of the current state of the managerial culture of the head of a public authority. The foreign experience of the managerial culture of managers and its implementation in domestic practice is also considered. The need for a comprehensive reform of the current legislation in the field of managerial culture is proven. At the end of the work, the problems of implementing a high level of managerial culture and the directions of its modernization in the public administration system of Ukraine are identified.
