Державні механізми надання медичних послуг в Україні в умовах воєнного стану

Abstract

Кваліфікаційну роботу присвячено дослідженню державних механізмів надання медичних послуг в Україні в умовах воєнного стану. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розкрито зміст понять «державний механізм» і «медична послуга» та визначено ознаки медичних послуг. Основна частина роботи присвячена аналізу організаційно-правових аспектів державних механізмів надання медичних послуг в Україні. Безпосередньо охарактеризовано правовий механізм надання медичних послуг; проаналізовано інституційне забезпечення надання медичних послуг; описано ліцензування та акредитацію як важливі компоненти організаційно-управлінського механізму надання медичних послуг. Наприкінці роботи розроблено SWOT-модель медичного обслуговування населення України в умовах воєнного стану та обґрунтовано необхідність посилення державно-приватного партнерства у сфері надання медичних послуг. За підсумками проведеного дослідження сформульовано способи удосконалення державних механізмів надання медичних послуг в умовах війни. The qualification work is devoted to the study of the formation of a favorable psychological climate in the team as an important component of the management of healthcare institutions. In the introduction the relevance and level of theme development are substantiated; the purpose and main tasks, object, subject and methods of research are determined; the scientific novelty is describes; the practical value of the obtained results of master’s work is established; the structure and scope of work are indicated. At the beginning of the work, the meaning of the concepts of «public mechanism» and «medical service» is revealed; the characteristics of medical services are determined. The main part of the work is devoted to the analysis of organizational and legal aspects of public mechanisms for the provision of medical services in Ukraine. The legal mechanism for the provision of medical services is described. The institutional support for the provision of medical services is analyzed. Licensing and accreditation are described as important components of the organizational and managerial mechanism for the provision of medical services. At the end of the work, the SWOT-model of medical care for the population of Ukraine under martial law is developed. Also, the need to strengthen public-private partnership in the field of medical services is substantiated. Based on the results of the study, ways to improve public mechanisms for providing medical services under war conditions are formulated.
