Стратегія розвитку України: публічно-управлінські механізми формування та реалізації

Abstract

Магістерська робота присвячена аналізу та вдосконаленню публічно-управлінських механізмів формування й реалізації стратегії розвитку України в умовах війни та повоєнної відбудови. Доведено, що чинна система державного стратегічного планування характеризується фрагментарністю, слабкою міжвідомчою координацією, надмірним бюрократизмом, дублюванням функцій та недостатнім залученням громадськості. Наголошено, що для України стратегія розвитку має бути не лише економічним документом, а інтегрованою системою безпекових, соціальних, інституційних та інноваційних рішень. У теоретичній частині обґрунтовано поняття «стратегія розвитку держави» як системний процес, що включає місію, стратегічні цілі, аналіз внутрішніх і зовнішніх факторів, формування управлінських альтернатив та механізмів їх реалізації. Розглянуто сучасні методи стратегічного планування: сценарне прогнозування, foresight, SWOT, GAP-аналіз, Balanced Scorecard, когнітивні моделі, а також інноваційні підходи – цифровізацію, Big Data, блокчейн, Agile Governance, CivicTech, смарт-планування. У роботі досліджено ключові стратегії України: «Україна-2030», Національну економічну стратегію-2030, цифрові, енергетичні та безпекові програми. Виявлено, що їх реалізацію ускладнюють розрив між стратегічними документами та реальними інституційними можливостями, недостатня кількість даних для моніторингу та низький рівень стратегічної культури в органах влади. Зазначено, що перехід до стандартів ЄС та НАТО вимагає від України запровадження place-based policy, сильної моделі стратегічного моніторингу та реформування державної служби. На прикладі Миколаївської міської територіальної громади проаналізовано місцеві стратегічні документи й визначено ключові проблеми: руйнування інфраструктури, ресурсні обмеження, слабкість цифрових систем управління, недостатня інтеграція громади в регіональні та державні програми. Запропоновано конкретні напрями вдосконалення: інституційне посилення планування, запровадження цифрового моніторингу, розвиток безпекової інфраструктури, модернізацію економіки на засадах інновацій та зеленої трансформації. У підсумку обґрунтовано, що ефективна стратегія розвитку України має спиратися на: 1. цифрову інтеграцію управління; 2. інституційну спроможність і міжвідомчу координацію; 3. активну участь громадян; 4. прогнозно-аналітичні моделі; 5. комплексну повоєнну відбудову. The master’s thesis is devoted to analysing and improving the public governance mechanisms underpinning the formulation and implementation of Ukraine’s development strategy amid wartime conditions and the challenges of post-war reconstruction. It demonstrates that the current system of state strategic planning is marked by fragmentation, weak inter-agency coordination, excessive bureaucratisation, functional duplication, and insufficient public engagement. The study emphasises that, for Ukraine, a development strategy must transcend the boundaries of an economic document and function as an integrated framework encompassing security, social, institutional, and innovation-oriented solutions. The theoretical section substantiates the concept of the “state development strategy” as a systemic process that incorporates the formulation of a mission, definition of strategic goals, analysis of internal and external factors, development of management alternatives, and identification of mechanisms for their implementation. Contemporary methods of strategic planning are examined, including scenario forecasting, foresight, SWOT and GAP analyses, the Balanced Scorecard, cognitive modelling, as well as innovative approaches such as digitalisation, Big Data analytics, blockchain technologies, Agile Governance, CivicTech instruments, and smart planning methodologies. The thesis investigates Ukraine’s key strategic documents—Ukraine 2030, the National Economic Strategy 2030, and sectoral strategies in the fields of digital transformation, energy, and national security. It reveals that their practical implementation is hindered by the gap between strategic intentions and real institutional capacities, the insufficiency of monitoring data, and the underdeveloped strategic culture within public authorities. The study notes that alignment with EU and NATO standards requires Ukraine to adopt a place-based policy framework, strengthen national systems of strategic monitoring, and reform the civil service. Using the Mykolaiv Municipal Territorial Community as a case study, the research analyses local strategic documents and identifies core challenges: destruction of critical infrastructure, resource constraints, weaknesses in digital governance systems, and insufficient integration of the community into regional and national programmes. The thesis proposes concrete directions for improvement, including strengthening institutional planning capacity, introducing digital monitoring tools, developing security-oriented infrastructure, and modernising the local economy through innovation and green transformation. The study concludes that an effective development strategy for Ukraine must be grounded in: 1. digital integration of public governance; 2. institutional capacity-building and enhanced inter-agency coordination; 3. meaningful citizen participation; 4. the use of predictive and analytical models; 5. a comprehensive and multidimensional approach to post-war recovery.
