Особливості управління конфліктами у сфері публічного управління

Abstract

У вступі обґрунтовано актуальність та рівень розробки теми; окреслено мету та основні завдання, об’єкт, предмет та методи дослідження; встановлено практичне значення отриманих результатів магістерської роботи; зазначено структуру та обсяг роботи. У роботі всебічно проаналізовано теоретико-методологічні підходи до розуміння конфлікту та управління конфліктами у публічному управлінні. Розкрито зміст основних наукових концепцій конфліктології та визначено їх значення для формування ефективних управлінських рішень у системі публічної влади. Розділ 1 присвячений аналізу сутності, типології та чинників виникнення конфліктів у публічному управлінні, з урахуванням інституційних, соціально-політичних, організаційних та психологічних аспектів, а також впливу воєнного стану та реформ децентралізації. В розділі 2 визначено, нормативно-правові засади врегулювання конфліктів у сфері публічного управління України, проаналізовано проблеми інституціоналізації управління конфліктами, роль публічних комунікацій, електронного урядування та цифрових інструментів у зниженні конфліктності. Розділ 3 присвячений управління конфліктами в публічному управлінні України, узагальненню практики застосування медіації, переговорів та комунікаційних механізмів, а також розробленню пропозицій щодо вдосконалення системи управління конфліктами в умовах війни та післявоєнної відбудови. The qualification work is devoted to the study of the features of conflict management in the field of public administration of Ukraine under the conditions of martial law, decentralization, digitalization, and post-war recovery. The introduction substantiates the relevance and the level of development of the topic; outlines the goal and main tasks, object, subject, and research methods; establishes the practical significance of the results of the master’s work; and indicates the structure and scope of the work. The work provides a comprehensive analysis of theoretical and methodological approaches to understanding conflict and conflict management in public administration. The content of the main scientific concepts of conflict studies is disclosed, and their significance for the formation of effective managerial decisions within the system of public authority is determined. Section 1 is devoted to the analysis of the essence, typology, and factors of conflicts in public administration, taking into account institutional, socio-political, organizational, and psychological aspects, as well as the impact of martial law and decentralization reforms. Section 2 defines the legal and regulatory framework for conflict resolution in the field of public administration of Ukraine, analyzes the problems of institutionalization of conflict management, and highlights the role of public communications, e-government, and digital tools in reducing conflict intensity. Section 3 is devoted to conflict management in public administration in Ukraine, namely the generalization of mediation, negotiation, and communication practices, as well as the development of proposals for improving the conflict management system under wartime conditions and during post-war recovery.
