Комунікація органів державної влади з громадськістю: теоретичні аспекти та практичні інструменти

Abstract

Кваліфікаційну роботу присвячено дослідженню теоретичних аспектів та практичних інструментів комунікація органів державної влади з громадськістю на сучасному етапі. У вступі обґрунтовано актуальність і рівень розробленості обраної теми; визначено мету й основні завдання, об’єкт, предмет та методи дослідження; описано наукову новизну; встановлено практичне значення одержаних результатів; зазначено структуру й обсяги роботи. На початку роботи розглянуто теоретико-правові основи комунікації органів державної влади з громадськістю, а саме: розкрито сутність та значення комунікації у діяльності органів державної влади; визначено основні принципи, моделі та механізми комунікації органів державної влади; окреслено нормативно-правове забезпечення комунікаційної діяльності органів державної влади. Основна частина роботи присвячена аналізу практичних інструментів та комунікативних каналів взаємодії органів влади з громадськістю. Безпосередньо описано традиційні засоби комунікації у діяльності органів державної влади; проаналізовано використання цифрових технологій та соціальних мереж у публічній комунікації; охарактеризовано публічні консультації, звернення громадян і відкриті дані як інструменти зворотного зв’язку; з’ясовано характер і рівень взаємодії з громадськістю на прикладі Головного управління ДПС у Миколаївській області. Наприкінці роботи виявлено сучасні проблеми та виклики ефективної комунікації між владою і громадськістю та виокремлено перспективи удосконалення комунікації органів державної влади з громадськістю. The qualification work is dedicated to the study of theoretical aspects and practical tools of communication between state authorities and the public at the present stage. In the introduction the relevance and level of development of the chosen topic; defines the goal and main tasks, object, subject and methods of research; describes the scientific novelty; establishes the practical significance of the results obtained; indicates the structure and scope of the work. At the beginning of the work, the theoretical and legal foundations of communication between state authorities and the public are considered. The essence and significance of communication in the activities of state authorities are revealed. The main principles, models and mechanisms of communication between state authorities are determined. The regulatory and legal support for the communication activities of state authorities is outlined. The main part of the work is devoted to the analysis of practical tools and communication channels for interaction between state authorities and the public. Traditional means of communication in the activities of state authorities are described. The use of digital technologies and social networks in public communication is analyzed. Public consultations, citizens' appeals and open data as feedback tools are characterized. The nature and level of interaction with the public are clarified using the example of the Main Department of the State Tax Service in Mykolaiv region. At the end of the work, modern problems and challenges of effective communication between the authorities and the public are identified and prospects for improving communication between state authorities and the public are highlighted.
