Удосконалення системи менеджменту в медичних закладах в умовах реформування системи охорони здоров’я

Abstract

Кваліфікаційну роботу присвячено обґрунтуванню та розробленню напрямів удосконалення системи менеджменту медичного закладу в умовах реформування системи охорони здоров’я на прикладі комунального некомерційного підприємства Миколаївської міської ради «Міська лікарня швидкої медичної допомоги», шляхом аналізу його фінансово-господарської діяльності, оцінки ефективності управлінських процесів та визначення можливостей підвищення результативності управління. У роботі узагальнено теоретичні основи сучасного управління медичними закладами в умовах реформи охорони здоров’я. Розглянуто ключові етапи трансформації української системи охорони здоров’я, вплив нормативно-правових змін та цифровізації на організацію управління. Проведено емпіричний аналіз фінансово-економічних показників, організаційної структури та ефективності управлінських рішень комунального некомерційного підприємства. Обґрунтовано шляхи удосконалення системи менеджменту закладу – оптимізацію управління кадровими, фінансовими й матеріально-технічними ресурсами, цифровізацію процесів та впровадження інноваційних інструментів підвищення ефективності діяльності. Об'єктом дослідження є система менеджменту в КНП ММР «Міська лікарня швидкої медичної допомоги». Предметом дослідження є теоретичні та організаційні аспекти удосконалення системи менеджменту в медичних закладах в умовах реформування системи охорони здоров’я (на прикладі комунального некомерційного підприємства Миколаївської міської ради «Міська лікарня швидкої медичної допомоги»). Наукова новизна роботи полягає у комплексному підході до удосконалення системи менеджменту медичного закладу в умовах сучасних реформ, визначенні ключових управлінських механізмів, що забезпечують стратегічну стійкість, ефективність фінансових рішень та підвищення якості медичних послуг. The qualification thesis is devoted to substantiating and developing directions for improving the management system of a medical institution under the conditions of ongoing healthcare reform, using the Communal Non-Commercial Enterprise of the Mykolaiv City Council “City Emergency Hospital” as a case study. The research includes an analysis of its financial and economic activities, an assessment of the effectiveness of managerial processes, and the identification of opportunities to enhance management performance. The work summarizes the theoretical foundations of modern management in medical institutions in the context of healthcare reform. It considers the key stages of transformation of the Ukrainian healthcare system, the impact of regulatory changes and digitalization on management organization. An empirical analysis of the financial and economic indicators, organizational structure, and effectiveness of management decisions of the communal non-commercial enterprise was conducted. The thesis substantiates ways to improve the management system of the institution, including optimization of personnel, financial, and material-technical resource management, digitalization of processes, and the introduction of innovative tools to increase operational efficiency. The object of the research is the management system of the Communal Non-Commercial Enterprise “City Emergency Hospital” of the Mykolaiv City Council. The subject of the research is the theoretical and organizational aspects of improving the management system in medical institutions under the conditions of healthcare system reform (using the Communal Non-Commercial Enterprise “City Emergency Hospital” as an example). The scientific novelty of the work lies in a comprehensive approach to improving the management system of a medical institution under modern reform conditions, as well as in identifying the key managerial mechanisms that ensure strategic stability, effective financial decision-making, and enhanced quality of medical services.
